Alrighty!! Here we go again! Spring is almost here, The PRS is going on and while I type this gruel most of the Club is providing security for the show. That reads: Get In Free and help out while looking at all the Cool Cars, Trucks, Babes, Etc. HEY! Has anyone heard from the snowbirds? On the Garage scene side of stuff, Bob Noble has several piles of New & Old truck parts covering his new shop floor. Bro Bill is a proud owner (sic) of a 63 Ford Galaxie 2dr. Bob & Val Wallace have a fresh Big Block on an engine stand doing some minor dressing up before putting it back in their Elky. Okay one last dig before I get into the meat of this newsletter, Has anyone seen Elvis? Rand

Meeting Notes:

The normal intro’s and history lessons happened and Wes covered talked about Guy Smith being in the hospital for a short stay but out now and arnry as ever. Ray Stampley is working through Radiation and Chemo treatment and Gary Beebe is out of the hospital , but is needing a new knee.

On the brighter side of things, past scholarship recipient Nick Kittinger sent us info about graduating from college Dec 06 and working at Halton Cat in Portland and excited about working with both Cat and us with the High School Car Show this year. Ain’t it great to be young!!

Wes appointed a committee to review the By-Laws. That group is Chuck Deguire, Larry Brown, Bob Noble, Bob Schmidt and Bob McGowan. Damn, There are too many Bob’s in this Club. New member Gene Cameron raised the issue to make sure to include wording to take care of our International members like the Kiwi’s and Aussies!!

The Oregon Gardens Show was well attended and the higher ups in both organizations are already talking about a summer show maybe along the tram road. More to come.

The Club through their half of the 50/50 to Don Shackleford’s son Dylan. He is working towards going to Australia this summer and is raising funds. DYLAN will do odd jobs, etc. so give him a call at 503-873-4037

Message from the webmaster:

I am looking for a new company to host the club website. I have used the current company, Imagelinkusa, for several years but lately they have become non-responsive to requests for assistance with problems. This has happened with both the club account and another one I manage. Once I decided on a new host and do the switch, you should not notice any difference in the site operation except for the forum which few people use and needs work anyhow.

Wes's Corner:::

Would like to say THANKS to all the members who HELPED with The Portland Roadster Show. Was a lot of fun. Don't know just how many members helped but we had members there all three days of the show. Have been asked back next year. WELL that's everyone but Guy. He just had TOO much fun selling programs Sat. Just kidding Gay they want you back next year to sell the programs left from this year.

Have the right dates for the Oregon Mountain Cruise 2007 at Joseph Oregon. They are June 8-9 2007. Limited to 200 PRE-REGISTERED Vehicles Only. Deadline for entry Friday May 18 2007. You MUST list your Club to be counted for Club participation Trophy. The Club Motel is The Best Western in Enterprise Oregon. Phone no. 541-425-2000. The Club has 25 rooms listed under The Flywheels Will have entry forms at The March meeting. Also June the 7th will be the B-B-Q and Car Show at The Alflafa Store which should already be on your Things-To-Do list for 2007.

Next Club meeting will be March 15 2007 at The Countryman 1405 Mill St. Silverton,Oregon. Starting around 7:30 P.m. Planning on having something to eat before the meeting try being there around 6:30 pm. Sounds like the update-the-clubs bylaws crew may have something to report at the March meeting. 2007 dues are due.

The Club has been invited to have the April meeting at the Silverton High School Auto shop. WHAT do YOU think about that. I think it could be fun. Also will talk about their up coming May Car Show. The High School show is May 25 2007 I think. SEE YOU ALL meeting night March 15 2007 at the Countyman around 7:00 pm

Officer meeting Monday March 12th at the Countryman at 7:30 PM. Topics: By-Laws & Constitution, Discussion of working with the High School Auto Shop program and the students for building future members and overall awareness of the automotive movement, etc. Later Wes.

Run Stuff:

The Eugene Roadster Show on March 16-18 is still looking for a few quality vehicles. Contact is Curt or Susan Davis at 541-689-6824. Bob Bullard is showing his car and this sounds like a fun show. It is being held at the Lane County Events Center in Eugene. Thanks Bob!!

Put down that cup/glass of _______ (fill in the blank) go find the Run Book for 2007, it’s green this year, and look up some runs to kick around as club tours, etc. Lets get a plan going early and have Fun.

GOOD of the ORDER:

Okay, there has been a high level meeting amongst the Officers and they have decided to change the Club B-B-Q to July 28th at Bob’s. One of the factors involved was that Bob was not going to be there on the first choice, July 7th. Oh well, more fun next time!

Oh Bob Bullard wishes to thank Ray Stampley for donating Show Stanchions for the up coming Eugene Roadster Show.

Okay, Wes’s By-Laws Committee has been working hard on the proposed changes, etc. and not gotten to the final draft as soon as they had hoped. I will probably get a copy to e-mail the members with Internet access sometime this week end, but I will have already printed and mailed the regular newsletter out by then. Right now the plan is to have copies at Thursdays meeting for those that want to review them prior to any decisions.

 

Here are the By-Laws.   The additions are in italics and the deletions are in Blue

BY-LAWS

FLYWHEELS CAR CLUB OF SILVERTON OREGON

 

ARTICLE I

DUTIES OF OFFICERS

SECTION I

          It shall be the duty of the President to preside at all meetings of this Club, suggest motions and appoint committees.  The President announces business in order and performs all of the duties usually pertaining to this office.

 

SECTION II

          In the absence of the President, the Vice-President shall perform all of the duties of the President and is responsible for all social events of the club,

 

SECTION III

          The Secretary shall keep the minutes of all proceedings and record the same.  The Secretary shall give notice of all meetings, notify officers of elections, and perform any other duties as this office may require.

 

SECTION IV

          The Treasurer shall receive and safely keep all funds of the Club, and pay outstanding bills in a timely manner out the same only on order of the President.  The Treasurer shall put all excess money into a savings account, and make a report of receipts and disbursements at each meeting. 

 

SECTION V

          The Sergeant-at-Arms shall keep order at all meetings and Club gatherings, prepare the meeting room for each meeting and be sure it is in good order after the meeting.

 

SECTION VI

          The Public Relations Officer is to promote and publicize all Club activities.

 

SECTION VII

          The Executive Committee shall consist of the above six officers.  They shall hold an officer’s meeting at least once a month.  It is their duty to plan club projects.  An annual budget will be presented at the January meeting.  There will be an annual financial audit by the officers and the results will be reported to the membership at the January meeting.

 

 

ARTICLE II

ELECTION OF OFFICERS

 

SECTION I

          All officers shall be elected at the December annual meeting and shall assume office at the close of that meeting on January 1.

 

SECTION II

          No member shall hold office who has not been a member of the Club for at least one-half year immediately prior to the election.

 

SECTION III

          No member shall hold the same office more than twice in succession without unanimous approval of the voting members.

SECTION IV III

          Should an officer resign, the President shall appoint a member of the Club to assume the office temporarily, and order the Secretary to send notice of a special election at the next regular meeting, when the vacancy can will be filled.

 

ARTICLE III

MEMBERS

 

SECTION I

          Upon payment of the initiation fee and annual dues, an applicant will be accepted for membership.  Active joint membership includes all voting and club privileges for both members.  Annual dues for the second person are half of the normal dues.  Both members pay the initiation fee.  The applicant must have an interest in cars.  The applicants must agree to the Constitution and By-Laws of the Flywheels Car Club and abide by it them.

 

SECTION II

          Members in arrears, dues not paid for a period of thirty ninety days, shall be dropped.

 

SECTION III

          On a two-thirds vote of members present at any meeting, a member may be suspended for disorderly conduct or gross misdemeanor.  A conviction for reckless driving or drunken driving requires review by the Club Executive Board.

 

SECTION IV

          Any person interested in the Club activities who can help further the Club may be elected as an HONORARY MEMBER.  No dues will be assessed honorary members and attendance will be optional.

 

SECTION V

          Any person who leaves town for a period of six months or longer for work or military service may be an INACTIVE MEMBER.  Yearly dues will be suspended.

 

ARTICLE IV

FEES, DUES, AND FINES

 

SECTION I

          The initiation fee of $15.00 includes a Club plaque and the club logo on a club jacket.

 

SECTION II

          The initiation fee entitles a member to use a club plaque.

 

SECTION III

          Dues of $12.00 will be assessed at each annual meeting in December.

 

SECTION IV

          All traffic tickets received while on active membership rolls will be reviewed by the Executive Committee.

 

 

ARTICLE V

COMMITTEES

 

SECTION I

          At the regular meeting next previous to the annual meeting, the President shall appoint a nominating committee to present a list of candidates for election for the following year.

 

SECTION II I

          The President shall be empowered to appoint special committees as is deemed necessary at any time, or, on the majority vote of the members at any meeting, and shall appoint committees as they direct.


 

                                                                                       ARTICLE VI

AMENDMENTS

 

          These BY-LAWS may be amended at any meeting of the organization by a two-thirds vote, a quorum being present of the members present.  A proposed amendment to these BY-LAWS must be published in the monthly newsletter prior to the meeting of the vote.

 

ARTICLE VII

PARLIAMENTARY AUTHORITY

 

          ROBERT’S RULES OF ORDER shall be the parliamentary authority on all matters not covered by the CONSTITUTION and BY-LAWS of the Club.

 

ARTICLE VIII

SUSPENSION OF BY-LAWS

 

          These BY-LAWS may be suspended in case of emergency by unanimous vote of all those present at a meeting at which a quorum is present.
